What's The Color Of This Dress?

The color of this dress, partially shown here, is seen by some as blue with black bands, and by others as white with gold colored bands. Why do people see the color so differently? It is either blue or white, right? This confusion about its color illustrates the visual processing in our minds when interpreting the world around us, particularly regarding discounting its lighting conditions.
